INTRODUCTION

INSPECTORATE DEPARTMENT

The Inspectorate Department is a service department charged with the responsibility of ensuring that programme implementation is consistent with policy directives with a view to achieving the Directorate mandate.

 

FUNCTIONS OF INSPECTORATE DEPARTMENT
The main function of the Department is to ensure compliance with guidelines
and set objectives of the NDE.

 

• Inspection of all the NDE programmes.
• Monitoring of all NDE schemes and projects.
• Verification and clearance of all NDE trainees and trainers before payment
of stipends etc.
• Facilitating the participation and sponsorship of NDE trained and resettled
entrepreneurs at the International Trade Fairs.
• Collation and analysis of reports from the state offices.

In the year 2019, the Inspectorate Department carried out the
following activities:

  • Monitoring and verification of Special A-NOAS and B-NOAS schemes nationwide.
  • Participation at the Kaduna International Trade Fair 2019.
  • Participation at the Enugu International Trade Fair 2019.
  • Monitoring and verification of Special Graduate Attachment Programme scheme nationwide
  • Participation at the Lagos International Trade Fair2019.
  • Participation at the Kano International Trade Fair2019.
B-NOAS and A-NOAS

MONITORING AND VERIFICATION OF BASIC-NATIONAL OPEN APPRENTICESHIP SCHEME (B-NOAS) AND ADVANCED-NATIONAL OPEN APPRENTICESHIP SCHEME (A-NOAS)

The Inspectorate Department monitored and verified participants of the Basic-National Open Apprenticeship Scheme (B-NOAS), Advanced-National Open Apprenticeship Scheme (A-NOAS)and the School-On-Wheels (SOW) nationwide during the first Quarter, in the month of January and February, 2019.A total of ten thousand, nine hundred and eighty-four (10,984) unskilled persons benefited in the training exercise nationwide. A comprehensive report was submitted to the management at the conclusion of this exercise.

A total of ten (10) exhibitors were invited to the fair. They were sourced from the North-West, North-East, North-Central zones. The table below shows the profile of the exhibitors. 

The exhibitors showcased indigenous products of high quality that attracted high patronage from those who visited the NDE pavilion.

Other Achievements of the Inspectorate

The NDE Special day was marked on Saturday 3rd March 2019. The occasion was graced by distinguished guests and dignitaries including the Honorable Minister for Labour and Employment. The opening remarks were delivered by the representative of Kaduna Chamber
of Commerce and Industry, Mines and Agriculture (KCCIMA), Alhaji Faruk Sulaiman. The Honourable Minister for Labour and Employment, Senator (Dr.)
Chris Nwabueze Ngige stated that budgetary allocation to the NDE in 2018 has been enhanced to enable the Directorate provide the desired services to the unskilled and unemployed Nigerians. The peak of the “Special Day” was the inspection of the pavilion by the
dignitaries headed by the Director General Dr. Ladan Nasir Arugungu. They inspected beneficiaries’ products with great delight and gave encouraging words to the exhibitors

The Inspectorate Department mobilized ten (10) beneficiaries and coordinated activities at the fair with the theme “Promoting and Enhancing Value Addition in the Oil and Non-Oil Sectors of the Economy for Robust Economic Growth and Development”. The fair was held at the permanent site of the Enugu International Trade Fair complex, Golf Estate GRA, Enugu, from 5th – 15th April, 2019.

EXHIBITORS:
A total number of ten (10) exhibitors were mobilized from the South-East and South-South geo-political zones of Nigeria

The Inspectorate Department monitored and verified Graduate Attachment Programme (GAP) participants under the Special Public Works (SPW) Department in the 36 states of the Federation and F.C.T in the month of May 2019.A total of 22 GAP participants per state were posted by the SPW department in the 36 states and F.C.T that is, making a total of eight hundred and fourteen (814) participants. The Inspectorate officers monitored and verified 681participants nationwide. From the Inspectorate analysis, a total of one hundred and thirty three (133) participants absconded. This alone translates to financial loss of aboutN7,128,000.00 (seven million, one hundred and twenty-eight thousand Naira). At the end of the exercise, the report was written and submitted to the Management as basis for decision making. Attached is the analysis of GAP trainees in 36 states of the Federation and FCT.

Following Management’s approval, the NDE participated at the 2019 Lagos International Trade Fair. The fair which commenced on Friday 1st–
10thNovember 2019, took place at the Tafawa Balewa Square, Lagos.

The exhibitors displayed good quality products at the fair. Their products were fully indigenous and made from locally sourced raw materials which were highly patronized and commended by most visitors at the NDE pavilion.

The NDE participated at the 2019 Kano International Trade Fair, held at the permanent site of the Kano State, International Trade Fair Complex, Kano from 26th November – 10th December, 2019. The Theme of the fair was “Promoting Agricultural Value Chains for Nigeria’s Sustainable Economic Development.
