INTRODUCTION
PLANNING, RESEARCH AND STATISTICS (PR&S) DEPARTMENT
The Planning, Research and Statistics (PR&S) Department is the ‘Think Tank’ Cell of the NDE. The Department was established by the Civil Service Reform Act 43 of 1988 to carry out the following statutory functions:
1. Collection and processing of data and statistics relating to the NDE Operations, online
registration and handling the data bank of the unemployed;
2. Research into the NDE internal organization and operational modalities;
3. Research into the sectors over which the NDE has jurisdiction;
4. Running the secretariat of the NDE Tenders Board;
5. Monitoring and Evaluation of plan implementation;
6. Management of NDE records and information resources (data bank, maintenance of
Information Communication Technology Equipment and offering ICT related services,
registry, library, etc.);
7. Liaison with relevant bodies outside the NDE
The above-mentioned functions are carried out by the following divisions:
i. Planning and Policy (P&P Unit);
ii. Research and Statistics (R&S Unit);
iii. Information and Communication Technology (ICT Unit);
iv. Job Centre(JC);
v. Resource Centre (RC);
ACTIVITIES AND ACHIEVEMENTS
ACTIVITIES & ACHIEVEMENTS OF PR&S
The Planning, Research and Statistics Department in the year under review carried out
the following:
Planning, Research and Statistics
i.) The Division collated 2018 Annual Report from various Departments of the NDE. The Report was a compendium of the Directorate’s activities, achievements and challenges. The Division produced 2018 Annual Report. The Division carried out evaluation of schemes/programmes.
ii. Prepared the Medium Term Sector Strategy (MTSS) framework for the period 2019 –2021 and long term sector strategy for the period 2021 – 2030.
iii. The Division served as a member of the Procurement Planning Committee.
iv. Collated the 2020 Work Plan for the Directorate as submitted by various
departments and units.
v. Training on Result – Based Monitoring and Evaluation: It organized training
on Development of Key Performance Indicators (KPIs) for NDE Schemes
with the theme: Institutionalization of result – based monitoring and
evaluation (RbM&E) for NDE Programmes and schemes through the
development of key performance indicators (KPIs). The training was
organized for PR&S State Officers in Kaduna State from 8th – 12th
May,2019. A total of 82 participants attended the workshop.
vi. Evaluation exercises carried out:
a. Enterprise Creation Fund (ECF)
b. Commercial Farmers Training Project (CFTP)

Other Activities and Achievements
The Department, after adherence to due diligence procedures, awarded contracts for the execution of projects namely:
Information, Communication Technology (ICT)
i. Carried out regular maintenance on computer systems, e.g. servicing, cloning and
refurbishing.
ii. Distributed procured working tools e.g. desktops, Printers, UPS and internet
modems to relevant departments and State Offices.
iii. Supervising the development of the new NDE web portal.
iv. Liaison with Galaxy Backbone Plc. to provide internet services at NDE
headquarters and state offices.
v. Carried out audit of ICT assets in the states to determine the quantity and status of
the assets with their locations to promote accountability, planning and proper
management of resources.
vi. The ICT Division In collaboration with Digital Bridge Institute organized three(3)
separate capacity building trainings for the staff of the Directorate (HQs and States)
as follows:
a. Advanced Analytics and Planning Tools in Abuja from 27th – 31st May, 2019. A total
of 48 staff participated in the training.
b. Database Management and Administration using MYSQL Server from from 13th –
17th May, 2019 with 19 staff trained.
a. Networking Fundamentals and Network Security from 24th – 28th May, June,
2019. A total of 125 members of staff benefited from the training.

Vii, The Division coordinated the management of the newly established “NDE Hotlines” to
handle complaints and render necessary information to members of the public. The
Techno Mobile lines are:

vii. Social Media/Grievances Redress Mechanism: The Hotline and Social Media team
which is resident in the Planning and Policy Division has since its operationalization from
2016 till date has successfully attended to the complaints of stakeholders and the general
public. The social media addresses are:

The team responds to daily inquiries and complaints by the public and also updates the
public on NDE activities. And remarkably, the number of followers on these social media
platforms has grown tremendously. On Facebook, the followers currently stand at about
4,138 while Twitter followers stand at about 387 and still growing.
Viii. In addition to the above responsibilities, the Division carried out capacity building
for the Social Media Staff. To this end, a total of 11 participants benefited from the social
media staff training organized at Phoenix Hotel, Mararaba in Nasarawa State on 1stJuly,
2019.
Job Centre
i. Counseling Services: – The centre rendered counseling services to a total of 158,000
unemployed youths in all NDE state offices and FCT(Table 9.
ii. Registration of participants in various programmes and schemes across the 36 states
of the federation and FCT. Through the interactions the counselors re-orient the psyche
of disillusioned unemployed graduates and encourage them to embrace entrepreneurship
for wealth creation.
iii. Participated at the workshop on result based monitoring, evaluation and
development of KPIs for NDE programmes organized by PR&S Department in Lokoja,
Kogi State.

The Division is saddled with the responsibility of carrying out baseline and thematic
surveys on the relevant areas of employment generation and poverty alleviation activities.
It also undertakes the development and management of the Directorate’s database, which
in turn acts as a Data Bank and Think-Tank of the NDE.
Specifically, the division carries out the following statutory functions:
i. Planning for the Directorate which includes, short term, medium term and perspective
planning.
ii. Collection and processing of data and statistics relating to the NDE operations;
iii. Researching into the NDE internal organization and operational modalities;
iv. Researching into the sectors over which the NDE has jurisdiction;
v. Management of NDE records and information especially the NDE Data Bank;

The ICT Division maintains and manages the information system of the Directorate; this
includes routine maintenance and repairs of the Directorate’s ICT computer devices and
the network/internet facilities. It also ensures that the Directorate’s staff are computer
literate and able to connect to the world and access information that would help them and
the NDE forge ahead in global events particularly as it concerns employment. Also, the
Division is charged with the distribution and diagnosing of ICT tools and peripherals such
as ICT gadgets; Flash drives, CPU, UPS, motherboards, Hard disk drives, screen monitors
and Central Processing Units, etc.
Job Centre (JC) Division
The Job Centre is an arm of the PR&S Department charged with the responsibility to
provide services that will ameliorate the difficulties encountered by youths. Jobs Center is
the starting point for job employment seekers where they first come for capturing and
registration process. The Centre also serves as a GATEWAY to all the NDE programmes
and schemes by providing vocational guidance and counseling services on the
Directorate’s activities.
